Plans have been submitted by Dominus, a progressive developer specialising in urban renewal, to transform The Meadows Shopping Centre and its surrounding area in Chelmsford into a dynamic mixed-use riverside destination. The proposed redevelopment, in collaboration with architecture practice JTP, aims to revitalise the 3.5-hectare site in the heart of the city, creating a vibrant space that combines retail, residential, and public amenities.

The vision for the site includes over 8,500 sqm of retail, commercial, and leisure space, with the potential to generate nearly 400 full-time jobs. Additionally, the development plans to introduce up to 762 new homes, creating a residential neighbourhood within the city centre. This approach helps alleviate pressure on greenfield land and supports the city’s growth in a more sustainable manner.

The redevelopment is designed to celebrate Chelmsford’s character, heritage, and identity, with nearly 1.7 hectares of high-quality public space, equivalent to the size of 2.5 football pitches. The plan aims to enhance the southern end of the High Street, creating a new riverside destination that boosts both the daytime and nighttime economy. Improved pedestrian routes are also a key feature, designed to make the area more connected and walkable, encouraging social interaction and enriching the urban experience.

A key aspect of the proposal is its emphasis on sustainable travel. The development is intended to be ‘car-free’ (with provisions for Blue Badge holders), promoting the use of public transport, enhanced pedestrian and cycle connections, and a new mobility hub that offers community facilities such as bike hire. The design will reflect the site’s historical significance and its connection to the River Can and River Chelmer, using materials and aesthetics that honour the local heritage.
